Road safety capacity in Africa: benchmarking professional education through a Safe System lense

Abstract

Africa faces a growing road safety crisis, with the highest global traffic fatality rates and a 17% increase in deaths between 2010 and 2021, in contrast to declining trends globally. Structural and institutional challenges, including weak crash data systems, limited use of evidence-based measures, and insufficient implementation capacity, continue to hinder progress. While the Safe System approach has become the foundation of road safety policy in high-income countries, its implementation across African contexts remains limited. Professional road safety education and training are central to embedding Safe System principles, yet systematic knowledge about the scale and structure of such capacity in Africa is lacking. This study provides a Safe System cross-pillar comparison of professional road safety education and training in three African countries (Ghana, Tanzania, and Zambia), benchmarked against three European countries with established Safe System practices (Norway, Sweden, and the Netherlands). Drawing on stakeholder interviews and national data, we assess training capacity and qualification requirements across the five pillars of the Safe System: road-safety management, safe roads, safe vehicles, safe road user behaviour, and post-crash care. The findings reveal substantial disparities in both the availability and institutionalisation of training. For example, the number of certified road safety auditors ranges from 0.2 per million inhabitants in Ghana to over 40 in Norway, while ambulance personnel availability differs by an order of magnitude between the African and European countries. Across pillars, common challenges include limited access to specialised and interdisciplinary education, weak formal qualification frameworks, and insufficient capacity in key domains such as infrastructure safety and post-crash care. Based on the empirical analysis, the study proposes a conceptual framework linking education and training to road safety outcomes through professional and institutional capacity. The findings suggest that strengthening road safety in African countries requires a coordinated policy approach that integrates education, regulation, and institutional development. This includes establishing formal qualification requirements for key roles, investing in interdisciplinary and locally anchored training programmes, and embedding Safe System principles across sectors. Such efforts are essential for translating the Safe System approach into effective and sustained reductions in road traffic deaths and serious injuries.

    Aslak Fyhri received his PhD in psychology from the University of Oslo. His research interests span traffic safety, active mobility, and environmental psychology, with a particular focus on how infrastructure and urban environments influence behaviour and perceptions of risk. He has contributed extensively to national and international projects on cyclist safety, behavioural spillover, and the implementation of Safe System principles. Since 2021, he has led research activities related to active travel and sustainable mobility at the Institute of Transport Economics (TØI) in Oslo.

  • Anteneh A. Mekonnen, Delft University of Technology

    Anteneh A. Mekonnen graduated from the Budapest University of Technology and Economics with a PhD in Transportation Engineering. His areas of interest in research include sustainable mobility planning and road safety modelling, with an emphasis on public transportation and active mobility. He has made significant contributions to both national and international projects in the Global South and North cities. He has been in charge of the AfroSAFE project's capacity building initiatives at Delft University of Technology (TU Delft) in the Netherlands.

  • Haneen Farah, Delft University of Technology

    Haneen Farah received her Ph.D. in Transportation Engineering from the Technion- Israel Institute of Technology and her postdoctoral training at KTH - Royal Institute of Technology, Stockholm, Sweden . Her research interests lie at the intersection of road infrastructure design, road user behaviour, and traffic safety. In her research she combines her expertise in transportation engineering, with her curiosity in the fields of human factors and econometrics. Since 2026 she is a Professor of Safe Road Transport in the Department of Transport and Planning at Delft University of Technology, and a co-director of the Traffic and Transportation Safety Lab. She also holds a part-time position as a Lise Meitner Professor at Lund University since October 2025.

  • Tor-Olav Nævestad, Institute of Transport Economics

    Tor-Olav Nævestad heads the research group ‘Safety and Resilience’ at the Institute of Transport Economics in Oslo, Norway. He has been working on projects related to safety culture, safety management and regulation among companies and authorities in the transport sector and in high-risk sectors. One of the key themes in his research has been to develop an understanding of how the safety culture concept can be applied to private and professional road users, and how this understanding can be used to develop measures aiming to improve road safety. Tor-Olav Nævestad also conducts research on resilience and disaster risk management.

    Sonja Forward is a psychologist and a research leader at the Swedish Road and Transport Research Institute (VTI), focusing on traffic safety and sustainable transport. Her research covers many areas but mainly psychological factors predicting behaviour and how unwanted behaviour can be changed, using education or campaigns. The methods used are both quantitative and qualitative.

    Jaqueline Eliabu Masaki is a transportation engineer and road safety expert at the University of Dar es Salaam, Tanzania, where she lectures and conducts research on traffic safety, transport planning, and intelligent transport systems. She has worked extensively on projects for the World Bank, USDOT, FDOT, and the EU, focusing on safety, traffic operations, and sustainable mobility. She also serves as a consultant on BRT projects in Dar es Salaam, conducting safety audits, traffic management planning, and infrastructure design reviews. As a member of PIARC's Technical Committee (2024–2027), she contributes to integrating global best practices into local road safety strategies.

    Thomas Miyoba is a Public Health specialist, geographer, GIS expert, and author driven to eliminate road traffic injuries, deaths, and disabilities through data-driven action. At the Zambia Road Safety Trust, he serves as Research and Partnerships Manager and Director of the Road Traffic Victims Fund, and leads the AfroSAFE project in Zambia. He is a peer reviewer for Traffic Safety Research journal and Journal of Interventional Epidemiology and Public Health, and a part-time lecturer at the University of Zambia's School of Public Health.     Aliaksei Laureshyn is an associate professor in traffic safety at Lund University, Sweden. His core competence is within theory and practical application of proactive (non-accident based) methods in safety analysis. Other research interests cover emerging technologies for data collection in traffic, safety of vulnerable road users, and policy and practice within traffic safety management, both in mature contexts, and in low- and middle-income countries.
